Not cut. he was used for the "World Domination Tour" mode online.

From what I could tell, you'd attack and defend territories, like an RTS version of RISK.

I remember world domination online was a lot of fun

It was the same concept or similar concept to Dune 2000 and Emperor missions. I cut a few of his voices out so maybe make a powerful allied unit with them.
