So, the idea here is that this structure is not going to replace the Soviet Tech centre, but will actually be an additional structure (tier 3), that will provide the same bonus that the Industrial Plant gave in Yuri's Revenge.

Why not just model the Industrial Plant? because I cannot stand that structure, and yet felt that the bonus it provided was needed to help mitigate the Allies Ore Purifier. I also was interested in modelling the alpha Battle Lab, and so here we are!

To recap: This building decreases the price and build-time of vehicles, and aircraft by 25%.

This building is controversial: its design does not resemble that of a Soviet building.
Since you can't stand the design of the original Industrial Plant, how about remaking it as you see fit?
I liked the moving parts and pistons of the Plant; made it feel more alive.

Looks awesome, though I don't think it represents it's new function all that well. Maybe there could be some other economic benefit? Maybe reducing cost of upgrades, though that's finite. Could also just make units more effective somehow, to be worth more than their cost.

I will take your comment into consideration.

I was thinking of this structure more as housing the Ministry of Defence, and as such being in a position to have a certain influence (one of the flags is the Soviet War Ministry flag).
