Is there a way to replace the function of a menu button to open an external program?
Let's say I am using a resource editor to do this, how should this be done?

A button to show some program properties should be rearranged to open 'application.exe' in the same directory.

The resources define how a menu looks, how items are called and how big they are. What they do is up to the code, not to the menu definition.
