Zooming Problems

On some SHPs I cannot seem to go on a bigger zoom, As an example... DaFool's Civ3 Unit Conversions.. I cannot Zoom in no bigger up to 4.

How come I can zoom in up to the Max on some SHPs like the WW SHPs but some fan-conversions can only go up to 4?

It happens due to a workaround to deal with a limitation from the VCL component used to show the picture. After some size that I do not remember anymore, the program lags like freak or has memory problems.
