For modding Fallout you will need the software called G.E.C.K
The G.E.C.K A.K.A Garden or Eden Creation Kit. This little device is used to mod Fallout 3. This device is good for many things. You can tweak weapons to rip holes through you enemies in one shot or you can make the Fat Man (A mini-nuke launcher) the weakest weapon ever. This thing is the god of all Fallout 3 modding tools.
