Fixed and enhanced rules

i have fixed a bug where when you deploy a unit or build something that you already unlocked other stuff with and you hear "New Construction Options" everytime when GDI war factory is built.

i also enhanced the rules so you can spawn cool units

Clearly he's playing it. What's your problem? Once somethings released it's never dead.

If so, I might have a version of TS:Total Wars laying around which fixes some bugs I noticed...
